CMR - Convention on the Contract for the International Carriage of Goods by Road or the Convention CMR - a document regulating contractual relationships that arise in the course of international transport of goods by road. The Convention was adopted in 1956 in Geneva and currently has 55 member countries (which is almost all European states, including the former USSR). It can be applied to any contract of international carriage of goods by road, when places of goods taking and delivery specified in the contract, are in different countries and at least one of them is a party to the Convention.

International waybill CMR - is the document most widely used in international cargo transportation. CMR is issued to confirm the contract of carriage, which specifies the sender's responsibility, the carrier and recipient of goods.

Convention on the Contract for the International Carriage of Goods (the CMR Convention (CMR)) is applied to the contract in the case of cargo, if it simultaneously meets four conditions:
transportation fee is paid;
the place of loading and delivery, are stipulated in the contract, are situated in different States;
at least one of those States acceded to the CMR Convention;
transportation is carried out by auto transport.

When crossing the state borders in the consignment note the respective marks are made, while the delivery of cargo to a specified location consignee puts his signature for a receipt for the cargo. When carried in non-CIS countries (or one in Russia), the main commodity-transport document is an international automobile waybill on CMR should be marked by the Russian customs authority "exported goods", which confirms the export of goods outside the customs territory of the Russian Federation. If the goods are delivered in the country - the CIS participant (or imported into Russia from one of these countries), transportation can be certified by an ordinary waybill (form N 1-T), or CMR-waybill. For the cooperation with Belarus it is mainly used license form. In all other cases you can use non numerical form (or putting any numeration adopted by the enterprise).

The main points of CMR consignment note:


1) Fill the consignor (Paragraphs 1-15, 21, 22).
Item 1. Include details of the consignor (name, country, address, phone). If dispatch occurs on behalf of a third party - added - "on behalf of" and indicate the legal name of the third party.
Item 2. The data of the consignee (name, country, address, phone).
Item 3. Country and the exact address of unloading - the point of delivery.
Paragraph 4. The loading time, the country and the exact address - the point of departure of the goods.
Item 5. A list of documents for the cargo, bundled with the CMR consignment note: the number of the TIR Carnet (TIR), invoice (invoice), packing list, if the goods are of industrial origin - quality certificate, if the goods are of animal origin - veterinary certificate; if the goods are of vegetable origin - quarantine certificate; certificate of the country of origin.
Item 6. Marks and numbers denoting the class, subclass of transported cargo, including hazardous, classified according to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR).
Item 7. Seats.
Item 8. Description of goods packaging (pallets, boxes, etc.).
Item 9. Description of cargo.
Item 10. HS Code.
Item 11. Gross weight.
Item 12. Volume.
Item 13. Address of customs clearance.
Item 15: Terms of delivery on Incoterms.
Item 21. Date and place of filling CMR.
Paragraph 22. The actual time and date of arrival at the loading and departure from under the load.
The data shall be certified by the sender's signature (with details) and a stamp.
2) Fill the carrier. (16-19, 23, 25-29).
Item 16. The data carrier (name, country, address, phone). It makes sure the seal carrier.
Item 17. Details of all the carriers involved in the carriage.
Item 18: Reservations about the external cargo carrier state, the state of the packaging and an attachment. If CMR-consignment note contains no specific reservations carrier, according to CMR - it is believed that, at the time of receipt of the goods by the carrier, the goods and their packaging appeared to be in good condition, the number of marking and numbering of packages coincides with the delivery note.
Item 19, 27, 28, 29. The carrier fills at the end of the carriage.
Item 20. In addition, the agreed transport conditions (temperature load mode, high-speed mode, the special conditions of carriage of hazardous and oversized cargo, etc.).
Item 23. Signature, accept the cargo for carriage driver - forwarder. Stamp and signature of the carrier.
3) Fill the consignee after receipt of the goods.
Paragraph 24. Specifies the date and exact time of arrival of the car to unload, and the date the time - departure after unloading. It puts the signature and stamp of the consignee, than acknowledges the receipt of the goods.
Paragraph 25 26. The registration numbers of the tractor and trailer.
